General situation of disaster.
The No.9 typhoon "Rammasun" landed in Wengtian Town, Wenchang City, Hainan Province around 15:30 on July 18, 2014, the maximum wind speed near the center was 60m/S (grade 17, super typhoon level); around 19:30, it landed again along the coast of Longtang Town, Xuwen County, Guangdong Province with the same intensity; At 7:10 on the 19th, it landed for the third time along the coast of Guangpo Town, Fangchenggang City, Guangxi Zhuang Autonomous Region; at 4:00 on the 20th, it weakened to a tropical depression in Yunnan Province. The typhoon disaster affected 12.084 million people in Guangdong, Guangxi, Hainan, Yunnan and other provinces (autonomous regions), 73 people died, 15 people were missing, 714000 people were urgently transferred and resettled, 350000 people needed emergency living assistance; 43000 houses collapsed and 508000 houses were damaged in varying degrees; the affected area of crops was 12613000 hectares, of which 2453000 hectares were lost; the direct economic loss was 44.89 billion yuan. The typhoon disaster has the following characteristics:
1.Rare intensity and frequency of landing in history
"Rammasun" is the strongest typhoon landing in South China since 1973, and also the strongest typhoon landing in Guangdong and Guangxi since 1949. The central pressure at landing is 910 hpa, which is the lowest value of typhoon landing in China since 1949. It is also the third typhoon landing in South China for three times since the founding of the people's Republic of China. Under the influence of the heavy rain, the northwest of Hainan, the Leizhou Peninsula of Guangdong and the coastal areas of Guangxi were extremely heavy rain, the maximum daily rainfall house was 602 mm in Baisha, Hainan; Eight rivers, including Nandu River, Changhua River and Mingjiang River in Guangxi Province, occurred floods above the warning water level, among them, the upper reaches of the Nandu River in Hainan Province experienced floods beyond the historical measured records, with a return period of 100 years.
2.Wide disaster area and concentrated loss
The typhoon "Rammasun" caused damage to 154 counties (cities and districts) and 18 counties (cities) in Hainan Province (except Sansha city) were affected by the typhoon. Wenchang, Xuwen and Fangchenggang counties (cities, districts) where three typhoons landed were particularly serious. Collapsed buildings, damaged houses, direct economic losses and other indicators accounted for more than 30% of the total losses in the disaster process, of which collapsed buildings accounted for more than 60%.
3.Affected mass production and life, Hainan is seriously damaged
The typhoon led to the cancellation of more than 100 flights, the suspension of multiple ferries and passenger ships, and the suspension of multi line trains. Haikou and Wenchang in Hainan Province, Xuwen and Leizhou in Guangdong Province, Beihai and Fangchenggang in Guangxi Province have all been interrupted, and seawater has been poured back into many places, causing heavy losses in coastal aquaculture. Hainan Province has been hit hard, and the loss is the most serious since 2000.
