General situation of disaster

From August 31 to September 2, heavy rainstorm occurred in Chongqing, accompanied by strong convective weather such as short-term lightning and strong wind, which caused floods, wind and hail, landslide, debris flow and other disasters. The disaster affected 2.216 million people in 20 counties (districts) of Chongqing City, 50 people died, 12 people were missing, 117000 people were urgently transferred and resettled, 47000 people needed emergency living assistance; 410000 houses collapsed and 88000 houses were damaged in varying degrees; the affected area of crops was 86000 hectares, of which 117000 hectares were lost; the direct economic loss was 5.49 billion yuan.

The flood disaster process has the following characteristics:

1.High rainfall intensity and the area is concentrated

The heavy rainfall process is the strongest in the same period since 1982, mainly concentrated in the northeast, Southeast and western parts of Chongqing. The rainfall of Yunyang County, Fengjie County, Kaixian County and the main urban area of Chongqing broke the record of the same period in September 1. Among them, the accumulated rainfall of Xianchi, Sangping, Luyang and other towns in Yunyang County exceeded 300 mm in three days, and the rainfall in Xianchi of Yunyang County reached 441 mm.

2.Heavy loss and wide influence

The heavy rainfall intensity and fierce force led to flash floods, river water level surges, and triggered many geological disasters such as landslides and mudslide, 50 people died and 12 people were missing, 117000 people were urgently transferred and resettled, causing serious losses of people's lives and property. In addition, 213 schools were closed, 115 expressways were interrupted, 6 reservoirs, 143 embankments and 108 hydropower stations were damaged. The rainstorm caused a large-scale power outage, 48 10-kV high-voltage power supply lines were out of service, and 2041 substation areas were cut off, there were 220 geological hazards in the disaster area, forming two barrier lakes.

3.High incidence of geological disasters and strong destructive power

The heavy disaster areas are all located in the Three Gorges Reservoir area, where the geological hazards are prominent, the mountain falls are large, and the torrents and debris flows directly impact on the road surface and buildings, causing huge damage. Among them, Fengwu expressway has a height difference of more than 1700 meters from the top of the mountain, which has been seriously damaged by mountain torrents; 11 people were buried due to landslide and debris flow in Jiangkou Town, Yunyang County; dammed lake formed by landslide in Zhuyuan Town, Fengjie County; and there were as many as 8 large landslides in Kaixian County, causing serious damage to houses, crops and roads.
