General situation of low temperature freezing and snow disaster
In 2014, the low temperature freezing and snow disaster caused 17.614 million person times of disaster in 27 provinces (autonomous regions and municipalities directly under the central government), 17 people died and 18000 people were transferred and resettled urgently; 1000 houses collapsed and 17000 houses were damaged in varying degrees; the disaster area of crops was 21325000 hectares, including 1682000 hectares of barren harvest; and the direct economic loss was 12.92 billion yuan.
In 2014, low temperature freezing and snow disaster mainly showed the following characteristics:
In January and February, the weather of low temperature, rain and snow was frequent in southern China, which affected the spring transportation
In February, there were frequent low temperature rain and snow weather processes in southern China. The maximum cooling range of the low-temperature rain and snow weather process from February 4 to 20 was generally above 10 ℃, and the cooling range in some areas reached 18 ℃. This weather process caused 10 deaths in Anhui, Zhejiang, Hubei and Hunan provinces (on February 13, Pan'an County, Jinhua City, Zhejiang Province,ten people died in an auditorium collapsed due to snow), a large number of crops were affected by the disaster, and the direct economic loss was more than 900 million yuan, accounting for more than 90% of the direct economic losses caused by low temperature freezing and snow disaster in four provinces. In addition, the weather process caused damage to part of the power and communication infrastructure, which had a great impact on the return journey of the Spring Festival transportation.
In March and April, the economic loss of Northwest China is relatively heavy
In April, the northwest region suffered from low temperature freezing and snow disaster successively, resulting in heavy local losses. Among them, from April 22 to 26, Northwest China encountered wind cooling and dust weather, with the maximum wind force of 10-12, and the temperature generally reached above 8 ℃. Among them, the temperature in Urumqi city of Xinjiang Uygur Autonomous Region dropped by 26 ℃ within 24 hours, and the extremely strong sandstorm in Dunhuang City of Gansu Province caused the minimum visibility less than 20 meters. This weather process caused four deaths in Gansu, Ningxia and Xinjiang. The direct economic losses exceeded 5 billion yuan, accounting for more than 80% of the direct economic losses caused by low temperature freezing and snow disasters in the three provinces (autonomous regions).
