Mainly refers to the area where the carrying capacity of resources and the environment is relatively strong, the disaster risk is small, and it is suitable to rebuild county towns and towns in situ, where the population can be gathered on a larger scale, and various industries can be fully developed. It is mainly distributed in the piedmont plain of Longmen Mountain in Sichuan and the shallow hills bordering the Longmen Mountain Range, the Weihe River Valley and Huicheng Basin in Gansu, the edge of the Hanzhong Basin in Shaanxi and the transition zone of the Guanzhong Plain, as well as a few other scattered plots.
The function is positioned to promote industrialization and urbanization, gather population and economy, and build an area that will revitalize the economy, carry industries, and create employment. The suitable reconstruction areas of Sichuan, Gansu, and Shaanxi should become important components of Chengdu (capital) De (yang) Mian (yang) economic zone, Tianshui economic zone, and Guanzhong economic zone.
