Henan Province

In 2014, the disaster situation in Henan Province was the same as in recent years, with drought as the main disaster.

1.Serious drought, and the difficulty of winter and spring rescue is prominent

From January to July, the average precipitation of the whole province is 271 mm, which is more than 30% less than that of the same period in many years, and the third lowest value in the same period since 1951. In particular, from June to July, the average rainfall of the whole province was 96 mm, which was 60% less than the average value of the same period in many years, which was the youngest share since 1951, the precipitation in Pingdingshan, Xuchang and other parts of the province was 6-70% less than the average of the same period for many years. Due to the long-term continuous lack of rain, serious shortage of surface water, the decline of groundwater level, insufficient water storage in some reservoirs, the well water dried up, the river channel stopped flowing, coupled with the continuous high temperature, windy weather and rapid soil moisture evaporation, leading to a large range of drought. From the last ten days of July to August, there was no effective rainfall in the drought affected areas, especially in the heavily drought areas, and the drought was further aggravated. The drought has led to a large area of crop yield reduction and no harvest, which has a great impact on grain production. In addition, most of the people suffering from drought are poor and severely affected households, and a large number of people have no grain in their homes, and their economic foundation is relatively weak, therefore, the problem of livelihood difficulties of the victims during winter and spring is more prominent.

2.Flood, wind and hail disasters occur frequently in flood season, which affect life and property

During the flood season, there were many rainfall and severe convective weather processes in the whole province, in some areas, heavy to heavy rain occurred, and local severe rainstorms caused floods, wind and hail disasters, five people died due to wind and hail disasters, and two people died due to flood disasters, a large amount of water in farmland in plain areas could not be discharged in time, crops are flooded, destroyed and fallen by hail, resulting in production reduction or no harvest; crops in Hilly and mountainous areas are destroyed; facility agriculture is destroyed; waterlogging causes water inflow of some houses to be unable to discharge; long-term immersion in water leads to house foundation sinking, collapse, damage or collapse; trees and electric poles blown down by strong wind will collapse or damage houses, which seriously affects the production and life of the masses.
