In 2005, China Forestry Bureau made a further optimization of the layout of forestry productivity, and formed the basic pattern of forestry development in the east, west, south, and north. The construction of coastal forests is eastward,and control project is an important part of Western control.

According to the “National Coastal Protection Forest System Phase II Plan of the 11th Five-Year Plan”, the coastal basic forest belt, tidal mangrove forest, coastal wetland, urban and rural protection forest network, and barren mountain greening will be used to protect against the storm surge and other disasters. A three-dimensional ecological network that ensures economic construction results.

According to the National Ecological Environment Construction Plan issued by the State Council of China, the forest coverage rate reached 18.2% in 2005, more than 20% in 2010, more than 24% in 2030, and more than 26% in 2050.
