                                                                                                                  Bing Province Inspectorate during the Eastern Han Period

                                                                                                                  The Bing Province Inspectorate was one of the thirteen provincial inspectorates established during the Eastern Han Dynasty. Its historical evolution can be divided into three stages:

                                                                                                                  Establishment and Functional Adjustments
                                                                                                                  In the early Eastern Han period (around 35 CE), the Shuofang Inspectorate was merged into the Bing Province Inspectorate, making it one of the thirteen inspectorates. During the Eastern Han, the inspectorates served as supervisory districts, primarily responsible for overseeing local administration, judiciary affairs, and the evaluation of officials.

                                                                                                                  Changes in Authority
                                                                                                                  During the reign of Emperor Guangwu (35 CE), the authority of the Inspectors was expanded, allowing them to directly impeach officials and act as superior administrative authorities at the local level. After 188 CE (the 5th year of the Zhongping era of Emperor Ling), following the outbreak of the Yellow Turban Rebellion, the inspectorates gradually gained substantial power, transitioning from purely supervisory functions to administrative regions integrating military and civil authority.

                                                                                                                  Relocation of the Administrative Seat
                                                                                                                  The administrative seat of the Bing Province Inspectorate was initially located at Jinyang (southwest of present-day Taiyuan, Shanxi). Subsequently, with adjustments in the Eastern Han's administrative divisions, both the scope of its jurisdiction and the location of its seat likely underwent changes. However, specific details of these relocations are not clearly recorded in extant historical sources.

                                                                                                                  This evolution reflects the process of declining central control over the regions during the Eastern Han Dynasty. The inspectorates developed from supervisory bodies into de facto administrative units, laying the foundation for the administrative system of the Wei, Jin, and Northern and Southern Dynasties periods.

                                                                                                                  The Historical Atlas of China is an atlas focusing primarily on the historical administrative divisions and territories of China throughout its dynasties, compiled under the chief editorship of Tan Qixiang. The entire work spans from the primitive society to the end of the Qing dynasty, organized into 8 volumes and 20 sections according to historical periods, containing a total of 304 maps (not including illustrations). All maps juxtapose historical and modern geography. The compilation of this atlas began in the 1950s, it was seriously disturbed during the cultural revolution. The internal edition was published in 1975 but contained numerous errors. Publication of Volumes 1-8 occurred successively starting in 1982. The Historical Atlas of China is a rare and valuable resource for studying the historical administrative divisions of China.
