Yang Province in the Western Han Period
During the Western Han Dynasty, the region of Jiao Zhou was administratively classified under Yang Province, one of the Nine Provinces, according to the twelve terrestrial branches system.
Yang Province Comprised: * Lujiang Commandery * Jiujiang Commandery * Kuaiji Commandery * Danyang Commandery * Yuzhang Commandery * The Principality of Liu'an * Nanhai Commandery * Yulin Commandery * Cangwu Commandery * Jiaozhi Commandery * Hepu Commandery * Jiuzhen Commandery * Rinan Commandery
Establishment and Function: The Yang Province Inspectorate was established in 106 BCE (the 5th year of the Yuanfeng era of Emperor Wu of Han). Its initial base was at Shouchun (present-day Shou County, Anhui). Its primary responsibilities included inspecting the commanderies and counties, impeaching corrupt officials, and conducting investigations based on the "Six Articles". The Inspector (Cishi) held a rank of 600 dan (a unit of grain used for official salaries) and had no fixed administrative seat, being required to report regularly to the imperial court.
Official Title Adjustments and Changes in Power: During the reign of Emperor Cheng of Han (in 8 BCE), the title of Inspector (Cishi) was changed to Regional Governor (Zhoumu), with the rank increased to 2,000 dan, and their authority expanded to include military and judicial affairs. In the early Eastern Han period, the title reverted to Inspector (Cishi), but their power was further strengthened, making them the highest regional administrative officials. During the reign of Emperor Ling of Han, they gained military command authority, and by the late Eastern Han period, they had evolved into semi-independent warlords.
Relocation of the Administrative Seat: * During Emperor Xian's reign: When Liu Yao served as the Inspector of Yang Province, the administrative seat was briefly moved to Qu'e (present-day Danyang, Jiangsu). * During Cao Cao's period: The seat was successively moved to Shouchun and Hefei (present-day Hefei, Anhui). * During the Cao Wei period: The seat returned to Shouchun.
Abolishment Date: After the Sui Dynasty unified China, the Yang Province Inspectorate was re-established in 607 CE (the 3rd year of the Daye era), but it was abolished shortly after the fall of the Sui Dynasty.
