The Sili Province was an inspectorate established during the reign of Emperor Wu of the Western Han Dynasty, responsible for the administrative oversight of the capital region and surrounding areas. Its historical evolution can be divided into the following stages:
Establishment and Function In 106 BCE (the 5th year of the Yuanfeng era of Emperor Wu of Han), the Sili Colonel Inspectorate was established. Initially, it governed the four commanderies of Henan, Henei, Hedong, and Hongnong, along with the three capital districts: Jingzhao Yin, Zuo Pingyi, and You Fufeng. Its chief official was the Colonel Director of the Retainers (Sili Xiaowei), who held a higher status than regular Provincial Inspectors (Cishi) but initially exercised only supervisory powers.
Adjustments in Jurisdiction During the Eastern Han Dynasty, Henan Commandery was renamed Henan Yin. In 189 CE (the 6th year of the Zhongping era), part of You Fufeng was briefly separated to form Han'an Commandery, which was later abolished. During the Jian'an era (212, 213 CE), parts of its jurisdiction were transferred to Wei Commandery. In 221 CE (the 2nd year of the Huangchu era), the Western Commandant of Wei Commandery's district was made into Guangping Commandery, which later reverted to Henei Commandery.
Evolution of Administrative Functions Due to frequent warfare in the late Han period, adjustments were common. In 212 CE (the 17th year of Jian'an), Tangyin, Chaoge, and Linlv from Henei were transferred to Wei Commandery. The following year (213 CE), they were placed under the Western Commandant of Wei Commandery. In 221 CE, this Western Commandant's district became Guangping Commandery. In 247 CE (the 8th year of the Zhengshi era), Pingyang Commandery was created from part of Hedong Commandery.
Name Change During the Western Jin Dynasty, the Sili Colonel Inspectorate was renamed Si Province. Its administrative seat moved to Luoyang, and it became a formal administrative region covering parts of modern Shaanxi, Shanxi, and Henan.
