The rapid advancement of information technology, accompanied by intensified global competition, has jointly promoted the evolution of government working methods. Today, many countries are committed to the development of e-government. E-government has the role of improving government efficiency, reducing government spending, increasing government transparency and strengthening public participation. In government business, handling geographical information contained in business is an important aspect of government daily work.
GIS is a key component of government information infrastructure and plays an important role in the development and construction of e-government. Since the advent of GIS, government departments have been the main users of GIS. The world’s first operational GIS appeared in the early 1960s to meet the Canadian government’s needs for land and natural resource inventory and management. Since then, the application of GIS in government departments has expanded from a single project to the office of a single department, and eventually to the application of the entire unit or industry level. Nowadays,WebGIS has become a daily tool for the government to provide services to the public, simplify and improve government office operations, and cross-department collaboration. It has also become one of the main information technologies to realize and enhance e-government.
